Agenda for Change Review The Shadow Staff Council met on 26th July and received a report on the progress of the review. The following matters were covered: The revised job evaluation guidance The updated KSF guidance The work on the new terms and conditions handbook is nearing completion, subject to the outcome of the review of the AfC agreement Considerable progress had been made on the review of the proposed AfC agreement and one major issue to be concluded is the unsocial hours payment structure

The following matters were covered:
Discussion took place on the proposals from the health departments to revise the payment system for unsocial hours and respond to the issues identified from the experience of the early implementer sites. The departments have outlined a payment system that replaces the current wideband prospective structure with a retrospective narrower band process. These proposals will be considered by the Shadow Executive at its next meeting but until agreement is reached on revised unsocial hours payments the review of the proposed agreement cannot be concluded.
