Two Tier Workforce Issues - Statement

Discussions are underway between the Department of Health, NHS Employers, the CBI, BSA and Contractors, and NHS Unions about differences in NHS staff terms and conditions (known as Agenda for Change) and staff employed by contractors working within the NHS, providing facilities management services (sometimes known as "two-tier workforce" issues).

These discussions cover the detailed application of the local government "best value" code announced by the Prime Minister on 18 March and the specific NHS issue of the application of Agenda for Change terms to these staff both in the short and long term. While it is too early to say what the outcome of discussions will be, it is the intention of all parties to make progress as rapidly as possible and to make a further statement on the way forward [by the end of July 2005].
