DISCRETIONARY SCALE ADVANCEMENT

15. For posts graded C to H employing health boards may advance the position on the spine of a grade scale by up to 2 points (Grades C and D), or by up to 3 points (Grades E to H) for posts which have developed to such a point that the postholder is required to assume additional responsibilities or provide specialist skills but which do not warrant a higher grade. The minimum and the maximum of the grade scale should be advanced by the same number of points, and the position on the spine of a pharmacist in such a post would be advanced by a corresponding number of points.
   
16. Scale advancement, as in paragraph 15 above, is at the discretion of the employing authority and is not to be used for personal merit or individual performance in a post. Appeals against decisions on scale advancement may be pursued through normal grievance procedures to employing authority level but the provisions of section 32 of the General Whitley Council conditions of service concerning appeal to a regional appeals committee do not apply.
