Commissioning a Patient Led NHS (CPLNHS) -HR Framework

The government's proposals for commissioning a patient led NHS in England which were announced in July have been robustly challenged by Amicus. There is no evidence that service provision in primary care will be improved by staff currently employed by PCTs transferring to employment in non NHS organisations. We are therefore continuing our campaign to retain PCTs as service providers. The CPLNHS changes include a reconfiguration of PCTs and SHAs. At the beginning of November a partnership forum was established between the NHS Employers and the NHS unions to develop an HR framework for the appointment of staff to the newly reconfigured organisations. The staff affected are those employed in the headquarters of the PCTs and the SHAs.The agreed HR framework is attached together with a tripartite statement from the unions, the employers and the DoH. The work undertaken was focused on key principles which included:

Amicus reps in PCTs and SHAs in England should ensure they are involved in the partnership working in the agreed process.
