Avoidance of compulsory redundancies is a key principle for thousands of NHS managerial and administrative staff affected by Commissioning a Patient-led NHS in an agreement between the unions, the employers and the Department of Health.
Amicus Health has welcomed the Human Resources Framework which enshrines job security until the middle of 2007 for the majority of staff employed by Strategic Health Authorities (SHAs), and the executive, managerial, and clerical staff employed by Primary Care Trusts (PCTs)..
The aim is to find alternative employment for those affected by the admin shake-up. The agreement said staff providing frontline clinical services for patients and clients won’t affected by the organisational reconfigurations for SHAs and PCTs. .
Amicus Head of Health, Gail Cartmail said: ‘We pushed for talks to get a decent deal for those affected by these changes. But it does not mean we accept these changes or that any future changes are for the better.’.
‘Our main disagreement with government is that these changes will only add to the problems by shattering a structure, which even under immense strain, continues to deliver a top quality service.’.
The key principles of the agreement are:
- avoidance of compulsory redundancies
- partnership working at all levels
- a transparent and equality proofed appointments procedure
- maximising the period of extended employment for staff at risk of redundancy
Amicus Health is organising a lobby of thousands of its members to protest about the proposals contained in Commissioning a Patient-led NHS at the House of Commons on 10 January, 2006.
