The attached letter of 31st March 2006 from the NHS employers made a formal offer to the NHS unions following the pay negotiations for staff groups covered by the Pay Negotiating Council (PNC). The offer does not include an increase in the national RRP for maintenance craftpersons and technicians, and chaplains; nor does it address the claim for the national RRP to apply to building craftpersons. A meeting of the PNC was held yester where the staff side reiterated its claim for the RRP increase in line with the 2.5% increase on basic pay, high cost area supplements and unsocial hours payments. If there is no increase in the RRP, this represents a drop in pay for this group of staff. The NHS employers stated that it was not appropriate to increase the RRP in light of a review of the national RRP. This was unacceptable to the unions and the employers were informed that it had been agreed by the unions that there is no reason to consult union members on the offer at present when the employers were not prepared to reconsider their position on RRP. The meeting therefore concluded with no outcome but the unions will await any further response from the employers. In light of this situation the employers have indicated that no pay implementation letter will be sent to the service since it is intended that any pay letter will address the pay of staff covered by the Pay review Body and those covered by the PNC.
