Very Senior Managers: PAY FRAMEWORK GUIDANCE

The Dept of Health has issued a framework document for very senior managers pay in England. It applies to health authorities, PCT’s and ambulance trusts but not acute or mental health trusts. This framework was not developed in partnership with the unions but has been devised by the DoH. There has been an issue for Amicus members who are senior managers where trusts have sought to keep certain managers on senior managers' pay and conditions rather than assimilate them to AfC. This has been based on the principle that some senior managers report directly to the chief executive and therefore are not subject to AfC. Senior manager members who have experienced this and wish to be assimilated to AfC should consider using paragraph 5 of the framework which places a caveat on the application of VSM terms and conditions to senior managers reporting directly to chief executives.
