District Member's Report for Guild Council Meeting 12.6.2003



Glasgow & West of Scotland Group Meetings
The Annual General Meeting took place on 1st May 2003, with its usual low attendance. It was quorate, but it was decided to delay the election of office bearers to the first meeting of the next year. The meeting was treated to an update on Agenda For Change by Michael Fuller.

The meeting to decide next years syllabus took place on 3rd June.

Organisational Changes
It has been agreed that there will be three operating divisions within NHS Argyll & Clyde. One will be responsible for the Lomond/Argyll area north of the Clyde. South of the Clyde, one division will be based around Inverclyde and the other around Paisley. The pharmacy structure within the new organisation is still under discussion.

Amicus-MSF Senior Reps Meeting 8/4/03
There was some discussion about the Rules Conference in June and the implications for this group and the Scottish NHS Committee. It was noted that Gail Cartmail would be visiting in June, but details had still to be arranged.

Agenda for Change: There was discussion about the ballot arrangements. It was noted that the Health Minister had confirmed that the AfC pay protection package would be extended indefinitely for NHS Scotland employees and that pay included all leads and allowances, unsocial hours and on-call etc. It was pointed out that there would be no more free time in the NHS. Any extra time worked must be paid as overtime.

NHS White Paper: There was some discussion about the move to single system working and the disappearance of Trusts.

Partnership: the Scottish Partnership Forum (SPF) and the Human Resources Forum (HRF) had now met in their new formats and AfC, joint futures and low pay were all high on the agenda. Staff Side joint Chairs were James Kennedy (RCN) for the SPF and Billy Parker (Amicus-AEEU) for the HRF.

Lanarkshire: There was a working Time Directive agreement in 2/3 of Lanarkshire. There was £300k from the NHS Board to deal with the new legislation in labs, radiography and pharmacy.

Greater Glasgow PCT: Partnership has been suspended within the Trust. Unison will not allow a partnership forum to be set up.
