Scotland West District Member's Report from Guild Council Meeting 8.2.2001



Pay
Major discussions are ongoing with the Department of Health. The sticking point is still their decision not to increase the Emergency Duty Allowance along with basic salary. The latest draft advance letters were discussed and amendments agreed at the Organisation, Terms & Conditions Committee. The proposed amendments will be forwarded to the Department of Health shortly. Members should be aware that the Guild is doing everything in it's power to achieve a speedy resolution to this saga.

GHP Administration
Further to the GDM motion requiring a response on the issue of administrative support to the Guild it was reported that the Service Level Agreement is almost agreed, but cannot be signed off due to the absence of Roger Kline, MSF National Secretary for Health, on sick leave. Additionally, there are problems around reduced resources within the NHS Office. Apparently Roger Spiller has been appointed acting National Secretary for Health during his absence.

The GHP Office has been moved to Moreland Street, effective 9.2.01.

A presentation on the structure and workings of the British Medical Association was made to Council by Dr. Jane Fenton-May, BMA Council representative for Wales.

Group Delegates Meeting 2001
There will be no Group Delegates Meeting this year. This is the consequence of moving the date of the meeting back to February. The 2002 GDM will be held in the East Midlands.

Northern Ireland Retention Supplement
A pay supplement of around £3000 is to be given to hospital pharmacists in Northern Ireland as an aid to recruitment and retention. It has been provided by the NI Department of Health to each of the four Health Boards within the province. To access the money, each Trusts Director of Personnel must write to the Board, requesting the supplement and showing that there is a recruitment and retention problem. The supplement will be available until a review of hospital pharmacist salaries / grades is carried out within the next 12-18 months.
